Location
Once one does a few quests for Chandler Hospital, they can be trained as a Survivalist Leader for 20 Mako.
Powers
They have no form themselves, but can organize their parties with Tactics - Defense and Tactics - Accuracy, as well as become human whenever they wish.
Survivalist Leaders also gain access to certain back-room areas, and they can recall to the dedication point after verification.
Thematic Information
Not supernatural at all. The survivalists offer human solutions to human problems. Readiness, teamwork, discipline. Those who follow this course of living will be trained in leadership techniques, able to bolster themselves and allies. The more survivalists are together, the more impressive the effect.
