The feral dragon is located at the Mountain Pass. Which can be accessed through the RSX helicopter. Talk to the flyboy, and then accept his helicopter ride to the woodlands, then head north. Additionally located in the Lush Valley - PHG Magnus. By going to the mountain pass > Mists > lush valley.

The level range is 47 - 53 in the mountain pass, and 42-48 in the lush valley.
