Heroic Enemies
Description	Your enemies are unusually powerful. Judges may expend a hero point for every character with this flaw in the scene on their NPCs. Enemies are more likely to appear with Roles and improved skills. On the positive, all these tougher enemies means more reward!

Specifically, enemies count as 5 levels higher for the chance of having roles, and gain 1 extra power upgrade. Edit notes
