You have wings. They don't have to work(see the flight merit), but you have them, even in forms that are normally without wings. 

Reportedly adds a line to your description if your current torso has no wings: "Behind them, a large pair of wings rests, possibly flight capable, but who can be sure?"

Costs 2 merit points/20 XP.
