Charge is a component of ATB. Each power has a certain amount of Charge, determining how long it takes to ready the attack, during which the player will be unable to take any other action. Charge is similar to Cooldown, which instead determines how long it takes before a power may be used again; however, Cooldown does not prevent the player from taking other actions.
