Upkeep is the cost it takes to keep your equipped gear supplied, repaired, and in the minimum of operating condition.
 
If your upkeep is higher than your resources (See help resources), you have to either remove equipped items (See help item), or train your resources amount (See help training), until resources is once again higher than upkeep, or you cannot use your equipped items.
Upkeep is only one factor in equipment. There is also loadout which determines how much of an equipment load you can use at once.
NOTE: Gear that has not been equipped costs no upkeep.
