The attack must be of sufficient force (20/15/10% of your total hitpoints for a guaranteed firing, scaling chance under that) to exploit. Causes an InstantCooldownDebuff of 1/1.5/2 and HasteDebuff of 3/6/9. Combo: You gain 0.5 Reactive skill per lowest of Tar Baby and Roll With It.
