When you, or your powers, gains a level, many things change.
 
Creatures:
   Increase accuracy(vs lower level critters)
   Increased HP
   Increased Capacity for mutant power mastery
 
Powers and Items:
   The following stats Scale: 
      DamageResist
      Damage
      Regen
      Attack
