Emergency Heal
Description The more injured your target, the more desperately you tend to their wounds. The energy cost of healing powers increases by 1% per 3% hp the target is missing, but you also heal 2% more per 4, and your charge time is reduced by 1% per 1. It all comes to a max of about +25% energy for +50% heals to keep your comrades kicking. This does work for self heals. This only works on the main target.
